Can Hippowdon learn the Fang moves in Gen VI?

Question

I went through all the trouble to breed a Hippowdon with good IVs and the egg move Slack Off because the Pokedex page says Hippowdon learns Ice Fang/ThunderFang/Fire Fang in Gen VI. It didn't learn the moves upon evolution, like I thought it would. Upon some research, I learned that you can teach it these moves with a Move Tutor in Gen IV. Is there a way it can learn these moves without me having to backtrack two generations?

Yes, but it learns them at level 0 (before the evolution) so the only way to teach it is by giving a Heart Scale to the Move Relearner in Dendemille Town
