Now when I did dust of E4 I'm going to get some shiny pkmn. But how do I do in SS?

It's simpleYou go out, run around in the water, grass, caves, EVERYWHERE, there's a 1/8192 chance that they'll be shiny. But there are also ways to improve the chance of Pokemon being shiny. You can use the Poke Radar, Masuda Method, etc. but you should read up on all that here

you actually can't access the radar directly in soul silver, unless you have a Poke Walker as shown here: http://bulbapedia.bulbagarden.net/wiki/Pok%C3%A9_Radar#In_HeartGold_and_SoulSilver

Same way in all games. Pokemon have a 1 in 8210 chance or something like that. You will just have to find them in wild like normal
