If I wanted to start a new game but keep some Pokemon from my current game, would it be possible to place them in Pokemon Bank before I make a new game and then take them out once I have made a new game so that I have them in my new save file?

Yes if you transfer your Pokémon to Pokémon Bank and start a new game, you can withdraw your Pokémon from Pokémon Bank to your new save file as long as you have the Pokédex.

This is on the Pokémon Bank website:

Your Pokémon would still be safe and ready to be withdrawn to a new game if they were deposited to Pokémon Bank!

Yup! You can keep your precious Charizards and your Blastoises, as long as you deposit them into the PokeBank, and you can withdraw them in your new game.
