You can't teach it Ice Punch. You can only transfer a Rhyperior from B2W2 where you already taught it Ice Punch via the move tutors in those games. It also cannot be bred Ice Punch.
That being the only option if you want a Rhyperior with Ice Punch, you can breed Ice Fang onto Rhyperior as an alternative, either from Feraligatr, Granbull, Floatzel, Walrein, Exploud, T-Tar, Stoutland, Glaceon, Hippowdon or Arbok.
