Where can I find a Pixie Plate in Pokemon X?

I have got it before on another file but forgot where. I have an Arceus and want to see what a Fairy Arceus looks like.

You can find the Pixie Plate in the Pokémon Village in a patch of grass on the western bank of the stream (requires Surf).
