Well the chance of finding a Shiny Pokémon in the wild normally is 1 in 4096 in Pokémon X and Y. But because your encountering five Pokémon at the same time in a horde battle, it essentially increases the chance of encountering a Shiny Pokémon in the wild to 5 in 4096, which when cancelled down is 1 in 819.

in this instance he means simplified. For example: The fraction 4/8 is equal to 1/2, because 4 divided by 8 = 0.5, and 1 divided by 2 is 0.5, the answers are the same, but the simplified version is, well, simpler.
Same as the shiny encounter rates. If you put 5 divided by 4096, and 1 divided by 819, the will both have the same answer.
