Will a Pokemon's HA always be passed down if both the mother and father have the HA?

So I was breeding my Chandelure (M) with a Litwick (F) and they both have Infiltrator (HA). I noticed that EVERY SINGLE LITWICK hatched had infiltrator, so I was wondering:

Would Infiltrator always be passed down since both parents have it, or is this just sheer luck?

No it's still a 50/50 chance

I bred a froakie with protean when both parents had the HA. When I had a box filled it was 16-14 ratio of protean to torrent. That can be used as a source can it not :)
