Do you mean Shutdown in here, meaning 'cannot use' Wifi? If that the case than yes. Since Pokegen is computer program use to 'creating' Pokemon and required to send through GTS (Global Trade Station) to get it.

P.S: To access GTS you need Wi-Fi
