You see, I want to get a shiny using the Masuda method, but they say the ditto needs to be foreign but could it be the Pokemon you want to be a shiny, in my case, Metang?

Yes.
The Masuda method works by breeding 2 Pokemon from 2 different regions, not just a foreign Ditto, so it will work.

Thank you. I needed that a lot.
Can I just say that Metang is genderless, and therefore it can't breed with anything except Ditto, so you /cannot/ get a shiny Beldum, or any Beldum, from breeding two Metangs.
I do believe he used Metang as an example.
It says "in my case", which I interpreted as the OP wanted to breed a shiny Metang.
