Wise Glasses or Expert Belt?

Let's say that a Pokémon used Surf on a Fire-type. Would the move's power be boosted more by the Expert Belt or the Wise Glasses? What about a move that is 4x effective?

Wise Glasses
>Boosts the power of special moves by 10%.

Expert Belt
>Boosts power of super effective moves by 20%.

Expert Belt would do more damage in your example. Also, Expert Belt will boost a x4 move by 20%, since it's still counter as super effective.
