Does expert belt increase 0.5x power like life orb?

Life Orb increases by roughly 1.3x (specifically 5324/4096), not 1.5x like you said. Expert Belt boosts by 1.2x if the move was super effective. Also, if an item changes the damage to 0.5x then it's weakening it, so I'll assume you meant 1.5x.
