In Pokemon Platinum, what Pokemon can learn Rock Smash, Cut, Strength, and Rock Climb?

Aggron, Arceus, Bibarel, Blaziken, Chimchar, Darkrai, Drapion, Empoleon, Entei, Feraligatr, Gabite, Garchomp, Gible, Giratina, Grotle, Groudon, Infernape, Kangaskhan, Lickilicky, Lickitung, Meganium, Mew, Monferno, Nidoking, Nidoqueen, Pinsir, Raikou, Rampardos, Rhydon, Rhyperior, Sandshrew, Sandslash, Sceptile, Slaking, Smeargle, Steelix, Torterra, Toxicroak, Turtwig, Typhlosion, Tyranitar, Ursaring, Venusaur, Vigoroth

Of these, the following Pokemon are in the Sinnoh Pokedex and can be accessed through normal gameplay:

Bibarel, Chimchar, Drapion, Empoleon, Gabite, Garchomp, Gible, Giratina, Grotle, Infernape, Lickilicky, Lickitung, Monferno, Rampardos, Rhydon, Rhyperior, Steelix, Torterra, Toxicroak, Turtwig

If you don't want to use your starter as an HM mule, the easiest one to obtain is definitely Bibarel.

Bibarel can learn those moves and can be found on:
Routes 208, 209, and 210, Lake Valor, Valor Lakefront, Lake Acuity, Great Marsh and
Sendoff Spring.

You could also evolve Bidoof to get one!

This is the easiest Pokémon you can get since you can get its pre-evolution (Bidoof) at the beginning of the game! :D

In Pokemon platinum, the Pokemon you can get knowing rock smash, cut, strength and rock climb are:
Rhydon
Gligar
Steelix
Gible
Gabite
Garchomp
Rhyperior
And gliscor.
