When assist is used, its my understanding that the game treats it as if ur Pokemon had the move.
So yes, it would get a technician boost from quick attack.

You're right, an Assisted Quick Attack would work like any other Quick Attack, since Assist takes in Quick Attack's Base Power (40) and uses it, adding the Technician Boost before STAB boost.

HOWEVER, I would like to add that Assist has a priority of 0, so Assisting Quick Attack would not ensure you the ability to move first.

Yes, it would get boosted.
Quick Attack has 40 base power, so it would get boosted by Technician since STAB doesn't effect base power and Technician boosts moves at or below 60 base power.

Actually, Assist doesn't have Base Power; it uses the base power of Quick Attack.
I misread 'PP' as 'Power'.
