Can you encounter the Lake Spirits before beating the Elite 4?

Just figured in my next play through, I'd get that done and over with before the Elite Four.

Running into Azelf, Mesprit, and Uxie requires a bit of exploration. It also requires you to have beaten the game.

So unfortunately, you must beat the Elite Four first.
