They are not in both games because the point is to have an exclusive area in each game, in the same way there are exclusive Pokemon in all the 'paired' games.
The difference between them is that White Forest mainly has more wild Pokemon, while Black City has more trainers.
As for the anime, it is separate from the games. As I'm sure you know there are many differences between them. They will almost certainly use both areas in the anime.
