How do I enter the cave that Groudon is in?

There is someone standing in front of the entrance where Groudon should be. How do I move him?

In the Cave, the player will discover Groudon in Pokémon Ruby after an encounter at the Seafloor Cavern and a faceoff against Team Magma.

You need to go through Seafloor Cavern first.
