Do all Battle replays have a letter code by region in X/Y?

Does it actually work like this or is the code given at random?

I think that is usually the code to start just because there are so many possible outcomes for that many letter/number combinations. Not sure just a theory.

Seeing as how I can't experience it in another country or even contact someone halfway across the world I can't really give a source. Like Arcazeus said it is a theory and there is no evidence, nor does there need to be any.
