Does the Everstone not work on Wurmple?

Does giving a Wurmple an Everstone or pressing B when it is evolving not work? I thought it did, but then I saw this question.

Yes. Pressing the B button and using the everstone still works on wurmple. Its PVs only determine what it evolves to not when.

But why on that question does it say you can't have a lv 100 wurmple?
