There is no difference in type or stats. The main difference is the Red-Striped form is more common in Black, while the Blue-Striped form is more common in White.
They can have different hold items in the wild: Red may hold DeepSeaTooth while Blue may hold DeepSeaScale.
Also it seems you can get a Blue-Striped form with the ability Rock Head which it doesn't normally have.
