This is what it does: Halves Attack and Special Attack below 50% HP.

Isn't this Ability very bad? Are there strategies to use this Ability? Does it help the Pokemon which have this Ability in some ways?

In no way, it's just a parasitic ability.
People usually get around this by giving the Pokemon a sitrus berry to get it's HP back up.
Here's what I do:

Archeops @ Sitrus Berry
Ability: Defeatist
EVs: 4 HP / 252 Atk / 252 Spe
Jolly Nature
- Acrobatics
- Aqua Tail
- Head Smash
- Iron Tail

Eat the Sitrus berry to regain health, which loses your item, which powers up Acrobatics.

This ability is practically useless. There aren't really any strategies to put the ability to good use, as such, but you can give items to boost Attack and Sp.Atk, or healing Items such a Sitrus Berries.

Defeatist hasn't just prevented Archeops from being overpowered, it has turned Archeops almost into a non-threat, due to its excessive frailty and vulnerability to many super effective attacks. It also discourages the use of Archeops' most powerful attack, Head Smash. Sadly, it is the only ability Archeops can obtain, and while it is difficult to work around, doesn't make Archeops entirely neutered.
There really is no way to get around it except with Skill Swap or Mummy, but how many Cofagrigus will you see?? It is too situational. And Skill Swap, by the time you get to do that, he might be dead.
