What is the easiest way to get hyper voice and heal bell on altaria?

So, in oras, I want to get an altaria with hyper voice and heal bell. The site tells me that I could breed with a chatot, or hydreigon's evo line to get hyper voice. But, they only learn hyper voice at levels 58 and at highest, 68. What should I do?

Answer: In my opinion, it would be easiest for Altaria to learn using the move tutor, as leveling up a Chatot that high, or even just leveling up a Deino, would take forever. Altaria learns both of these moves from the move tutor, so I would suggest that. If not, I would level up Chatot, as it would take the shortest amount of time to level up.
