Will a dive ball work on Lugia in AS?

My sister is catching it, she says "I wonder if a dive ball will work on Lugia?" It's under water so oes it work?

No, it should not.

The reason why is because the Dive Ball works on Pokemon that live underwater, and only Pokemon that live underwater. The battle with Lugia is in a mystical pink (yay, pink) field, not underwater, so technically, it will not be as effective to use a Dive Ball.

Technically it would work, but it wouldn't have the boost to the catch rate. If you use it on a pokemon underwater, the catch rate is 3.5x, otherwise it is the same as a normal pokeball.
