If you Baton Pass a Minimize into a Steamroller, will Steamroller get the power boost?

Let's say you have a Smeargle that uses Minimize. The next turn, it Baton Passes into a Scolipede, and Scolipede uses Steamroller. Using Minimize causes Steamroller to go from a base power of 65 to 130, so if this situation were to occur, would Steamroller's power increase?

The base power of Steamroller is doubled if the target has used Minimize.

I think you have the wrong end of the stick here. If the person you are facing uses Minimize then the power of your Steamroller increases. Not if the user of Minimize uses Steamroller.
