It's a newsletter sent out to the emails that are registered on pokemon.com. In it contains promotional news about games, merchandise, and sometimes, even Mystery Gift codes to unlock event Pokemon.

It comes out every so often, but not at regular time intervals. I got spammed with them around the time the Unova starters came out, as well as the Johto ones.
