When and how are lottery ticket numbers determined?

What I mean is that in Lilycove Department Store, you can draw a lotto ticket and if it matches you can get prizes. Is it just a random number? When is it determined, when you talk to the NPC or at the start of each day? Basically, could you soft reset for it? I'm asking because ive heard that master balls are involved with the lottery.

It is quite random, and it's a good way of getting a load of MasterBalls.

However, soft resetting doesn't help, because the numbers are random EACH DAY, but they do not change every time you soft reset.

It is also a random number as well. Talking to the girl after you won your prize, she will not let you, and say something like, come back tomorrow! or something along those lines.
