What are the things on Sceptile's back?

I believe Mega Sceptile uses them for grenade like purposes, but what does regular Sceptile use them for?

Sooo… if one of those falls off, the "seed" grows into a Treecko?

Also, it even says it in Sapphires Pokedex entry.
