Any TCG Simulators with custom cards?

Question

Is there any TCG simulator where you can create your own cards and actually use them? And I don't mean creating your own deck, I mean making unique cards and playing against other people with them.

No, there aren't any TCG simulators that allow the use of custom cards.
There's a few great TCG simulators (such as TCG One and, of course, the official Pokemon TCG Online), but none of them allow custom cards, and I honestly doubt one like that will ever exist. It's still possible though.

I would like to add that it's probably possible to do it in "Tabletop Simulator", a game ($20 on Steam) for making and playing card/board games. You could just make your own pokemon card for use in a PTCG mod.
