If I use Light Screen, and after that use Surf, will then the damage to the ally Pokemon be halved or not? Obviously, same thing with Reflect and EQ.

Yes, Reflect and Light Screen cover all Pokemon on your team throughout the duration of the move, this includes for multiple target moves like surf and earthquake.
