I was thinking of using a Primal Groudon for my new VGC16 team, and wanted a good Chlorophyll pokémon to help him with fast Ground types. I analysed all Chlorophyll pokes, and now I can't decide between Exeggutor and Victreebel.

Victreebell is sort of a better sweeper thanks to it's better offensive movepool and boosting moves. Growth in the sun lets you run Leaf Blade + Sludge Bomb + Weather Ball confidently.

Victreebel is the better sweeper, as is shown by a single calculation comparison:

252 Atk Life Orb Victreebel Leaf Blade vs. 4 HP / 0 Def Primal Kyogre: 190-226 (107.9 - 128.4%) -- guaranteed OHKO

252+ SpA Exeggutor Leaf Storm vs. 4 HP / 0 SpD Primal Kyogre: 158-188 (89.7 - 106.8%) -- 43.8% chance to OHKO

Despite the fact that Exeggutor has a small chance to OHKO 4/0 Primal Kyogre, Victreebel gets the job done 100% of the time against the most common Kyogre and has the added bonus of having Sludge Bomb for Xerneas, and the ability to boost both offensive stats at once in the Sun with Growth.

I would recommend this for a basic Victreebel set (you might want to replace Life Orb for Focus Sash in case you run into a bulky Kyogre):

If you're looking for wacky Chlorophyll users then here's a fun gimmick set. Ever heard of the move After You? It makes the target move right after the user. Normally this is kind of meh, but compare the speed boost of Chlorophyll with Eruption Primal Groudon and suddenly you have a game-shredding monster… but be wary, as this set can easily be disrupted by Fake Out, Wide Guard and Primal Kyogre.

Honestly? Neither is going to do as good as a Serperior for what you need, but if you limit yourself to those two, Exeggutor is a better team player with bulk. Of course, you need to fear fire types. You do know that Primal Groudon evaporates all water moves, though, right?

Yes, I do, and that's why I use P Groudon instead of Kyogre/Primal Kyogre. And I don't think Serperior would be ideal for this team, since it doesn't have access to Clorophyll, and will get outsped by a Mega Mewtwo X, for example, where a Victreebel woudn't. Also, Serperior is frail af, and with Groudons everywhere, a frail Grass-Type is not that great.

You must be a Smogon user, I assume? In real tournaments, Kyogre is used in about 2/3 of teams for its superior typing, move set and ability combos, as well as its advanced stat placement. I always answer for real world tournaments here because most Smogon users find their home in "rate my team"

Just saying, there are plenty of Smogoners who ask questions here too, not just RMT. But the tags and question and stuff said VGC so your answer's not irrelevant. I'm not sure how you gathered he's a Smogoner though.

And anyways P-Groudon can kick P-Ogre's little fishy tail if it manages to take away the rain, whereas Kyogre is left Ice Beaming if it ends up in that situation. More people use Groudon than Kyogre because it can potentially beat it even with Rain up if it catches it with Precipice Blades on the switch.
VS each other? It really is weather dependant. In a non Smogon tournament, in person where people have to travel to compete on site, such as the spaceport Phoenix events, people fall out of tier patterns. Kyogre is better simply because it hits harder with a wider move pool. Thunder, ice beam, surf/scald, water spout. Or whatever fourth slot people run. When entry fees are paid and there is a real prize, people with better teams come out of the woodworks. Smogon limitations create false tiers, so to speak. People who do great in online battles tend to fall short in open formats, and vice versa. It's two different games because people have evolved different strategies. That's all. I suppose this is an age of online casual rankings, though. I'm kinda old school.
Showdown is a useful tool to practice VGC, especially this season where we have no official-format Battle Spot yet. VGC has no Smogon-esque tier system. Kyogre is good, no doubt about that, but Groudon is used more simply because when paired with Mega Kangaskhan and Xerneas, it can burn through teams (no pun intended). Both Primals are monsters but Groudon is slightly better when it comes to individual matchups.
I am creating a roster program. It will store data and assign binary checks to every situation. I will create the best builds I can for each Pokemon and have each one battle each other one 10,000 times and put data  on a spreadsheet to reveal data on which Pokemon and which sets are the best

Thanks. Been working on it since 07. Used to be able to do it on paper, but as more variables came out, it got too complex. Every Pokemon will ideally receive a 512 bit binary code. A perfect Pokemon will be all 0s. An ideal Pokemon will likely have 400+. It is based on my trading card game formula, The Phoenix Equation.  I'll share my research when i reach my next threshold and have a viable AI

I think victreebel is better. With chlorophyll he is faster than exeggutor.
