Is bullet seed a special move in Ruby/Sapphire/Emerald?

I know that in Gen 3 there were a lot of weird little glitches and choices made for the games. For example, there's the whole bite being a special attack glitch. I'm just curious. I know it's a physical move in later gens, but...

Yes, Bullet Seed is Special in Generation III as are all Grass type attacks.

In Gen III, every type was classified as either Special or Physical:

Special:

• Grass
• Water
• Fire
• Ice
• Dark
• Psychic
• Electric
• Dragon

Physical:

• Fighting
• Normal
• Bug
• Ghost
• Poison
• Ground
• Rock
• Flying
• Steel

An easy way to remember the Physical and Special types is - Special types are the Eeveelutions+Dragon types, the rest are Physical.
