How do I get the lvl 5 mew from the new virtual console Pokemon games?

On serebii it's showing me that there is a lvl 5 mew event available for those who have purchased the Pokemon Blue, Red, or Yellow version for 3ds. Apparently I'll be given a serial code to receive it in ORAS. Can anyone explain in more detail how to get this? I'm a little lost....

I'm PRETTY sure this is how it works. I could be wrong though.
eShop > Menu > settings/other > Account Activity >RBY game > view receipt. I believe the code should be somewhere in the receipt.

The event is Japan-only though. Serebii says so.
