Can a lure ball appear in Pokemon platinum?

I want a lure ball for totodile, so by using cheats to full up pokeballs will I get the lure ball?

Since you can't catch Totodile in Platinum, you will have to use a cheat to find him in the wild. But to answer your question, yes, if you use a cheat to give you every item or all pokéballs, then it will give you the lure ball. Lure balls are otherwise unobtainable.
