How far along do you need to be in the story of Platinum for the “Migrate from [game]” message to appear in the menu?

I’m looking into buying a copy of Platinum and I know that one of the best ways to tell a legitimate copy from a fake one is to see if it recognizes a legit GBA game. But I’m wondering if the option is always available, regardless of whether or not you’re far enough to receive migrated Pokémon, or if the option only shows up once you’ve reached the Pal Park or some other milestone.

Once they have the National Pokédex, Professor Oak will meet the player on Route 221 and invite the player inside the Pal Park building, where he briefly explains how the park works. Once the player has access to Pal Park, the "Migrate from " option will appear on the main menu screen when the game is loaded, provided a GBA game is in the Nintendo DS's second slot.
