So in my HG/SS team I have a Kingdra with:

Scumbag Steve (Kingdra) @ Scope Lens
Ability: Sniper
EVs: 252 SpA / 4 SpD / 252 Spe
Timid Nature
IVs: 0 Atk
- Focus Energy
- Draco Meteor
- Blizzard
- Surf

What is the chance (percentage wise), that I will land a crit

It should land a critical hit 100% of the time.
Holding a Scope Lens raises the holder's critical hit ratio by 1, Focus Energy raises the user's critical hit ratio by 2, making the critical hit ratio 3 if your combine the Scope Lens and Focus Energy. According to Bulbapedia, a critical hit ratio of 3 or higher means you have a 100% chance to get a critical hit.
