Why do many Pokemon have so many level 1 (starting) moves?

Many of those are evolved and legendary Pokemon. Is it just to expand their movepool and only being able to learn those at the forgotten move tutor or is there something else?

It's so Pokemon that are fully evolved can learn moves that they otherwise would not be able to learn. So yes, it is to expand their movepool, unless Game Freak has some ulterior motive that no one knows about.

Just seemed odd to me... But again, Charizard has Heat Wave on lvl 1 in gen 3, so I guess you're right. :D
