What are the most powerful Sp. Atk / Sp. Def Pokemon in XY/ORAS?

I'm looking for the best Special tanks, pretty much.

I wouldn't consider Shuckle a great Special tank due to its dismal 20 HP and 10 SpA. Here are some more balanced suggestions, which by the definition of tank can take and deal damage:

• Primal Kyogre (100 HP, 180 SpA, 160 SpD)
• Mega Mewtwo Y (106 HP, 194 SpA, 120 SpD)
• Regice (80 HP, 100 SpA, 200 SpD)
• Mega Rayquaza (105 HP, 180 SpA, 100 SpD)
• Ho-Oh (106 HP, 110 SpA, 154 SpD)
• Lugia (106 HP, 90 SpA, 154 SpD)
• Goodra (90 HP, 110 SpA, 150 SpD)
