The list of moves that do the exact same thing as another?

Like Detect and Protect or Leer and Tail Whip.

How similar do they have to be? Leer doesn't do the exact same thing as tail whip as it doesn't affect soundproof Pokemon (unless the user has mold breaker) while tail whip will always affect soundproof Pokemon.

I think they mean the moves have to DO the same thing. Ergo, they have the same effect in the end. Tail Whip and Leer both lower the targets Defense by one stage with no modifiers added in the end, so they're the same.
