What is wrong with my festival plaza?

whenever I try to register someone as my VIP it never works. Why is this?

I think this might be something to do with being connected to the internet. If you're not connected, people you try to register might not be able to be registered.

I tried that but it still didnt work.

If you have over 50 people as your VIP, then it won't allow you to get others to be your VIP, unless you get some of them off of your list.
