Can my charizard one shot a Mega aggron?

Question

I'm struggling to beat this certain player who uses a mega aggron to set up stealth rock with my talonflame, so I got a charizard y.
If I use a flamethrower with my charizard y, could it one shot it?
It's even trained is special attack and speed.
If it can't do you have any suggestions as to what could?
Please calculate the worst case scenario (aggron being ev trained in special defense and hp plus 31 ivs in both stats.)
If this is impossible, is there a way to deal with stealth rock. (The guy uses aegislash as his 2nd Pokemon)

252 SpA Charizard-Mega-Y Fire Blast vs. 252 HP / 252+ SpD Filter Aggron-Mega in Sun: 391-460 (113.6 - 133.7%) -- guaranteed OHKO

Unfortunately, no. However, fire blast has a guaranteed OHKO. When it's accuracy is considered, it's still a higher chance of OHKO. Besides, you're better off using a special Pheromosa with focus blast. It has better speed and isn't as weak to stealth rock.
