Is there such thing as unused TMS?

I was looking closer in the world of genwunner's glitches when I saw this:

So I was wondering if this really existed in Gen 1 or was that another thing the world of genwunners had to offer for me?

The things your question are referring to are glitch moves, not items. However, there are several unobtainable TMs. The ones in Generation 1 are TM51 cut, TM52 fly, TM 53 surf, TM 54 strength, TM55 flash. There's an unobtainable TM95 snarl in BW.
