Okay, so let's get right into the topic.
This is the set up I plan for Gourgeist. First, let's see it's stats.

Gourgeist (Super Size)
Stats:
HP: 85
Attack: 100
Sp. Atk: 58
Sp. Def: 75
Speed: 54

Let's look at my planned EV spread.
EVs:
252 Sp. Def
252 HP
6 Def (I might have made a mistake and I'm sorry)

The item will be the Assault Vest.

The move set is shown below.
Bullet Seed
Seed Bomb
Shadow Sneak
Toxic/Return

How does this set sound? More importantly, should I have an Assault Vest on Gourgeist?

Assault Vest is bad on Geist. If you want to use AV on a grass type use tangrowth.
Pretty much the only reason why Gourgeist is better than Tangrowth is because it can learn will-o-wisp. Therefore, assault vest completely defeats the only reason to use Gourgeist over Tangrowth, so you should either give it leftovers or replace it with Tangrowth.

Nope, bad idea. Gourgeist is best used with its huge status movepool - you don't want to take that away. Substitute, Leftovers, Leech Seed, Will-O-Wisp, Toxic, etc. are all really good options for Gourgeist.

Not to say it isn't possible though. The great thing about Pokémon in the lower tiers is that Pokémon aren't immediately useless the moment you use a bit of a different set =) There is a surprise factor in coming up against something you didn't expect, and you'll have fun =D

Just not the most optimal choice.

It would be in certain ways, but not in others.
Gourgeist has good sp.def, but assault vest will make it only use damaging moves, which isn't really great for it, especially since gourgeist is better with stat boosts/strategic moves that don't damage.
