How do you get TM95 Snarl in Black/White?

TM95 (Snarl) was meant to be obtained by giving the Lock Capsule to Mr. Lock in Castelia City. Unfortunately, the item's event was never officially distributed, making this TM unobtainable through normal gameplay.

The Lock Capsule is obtainable in HeartGold and SoulSilver via the DNS Exploit, which takes advantage of fan-hosted servers to access old Mystery Gifts. For help setting this up, please refer to our detailed guide. It can then be transported to Black and White via the Relocator.

Once in BW, the Lock Capsule can be taken to Mr. Lock in Castelia City to retrieve the TM. He is on the 11th floor of the western building in Central Plaza.

Well, if you don't have HG or SS then you'll have a hard time getting this one. You need a Lock Capsule to obtain it. If you do have the Lock Capsule then trade it over with the relocater and go to a person named Mr. Lock on the northern road of Castelia City. Talk to him and he will open the Capsule and you will have TM Snarl!!
