How do you get TM54 (False Swipe) from Prof. Juniper in Pokemon Black and White?

On Serebii it says that you get it from her in the town where you get your starter. So, do you have to do something first (complete the game, complete the Pokedex, etc), or does she give it to you right away?

She gives you the TM after seeing 25 Pokemon in the Unova Dex.
