Can a Technician Cinccino work?

Question

Surprisingly enough, I STILL don't have a competitive Cinccino for Sun and Moon yet O_o I can't transfer my one from ORAS because I don't have Pokebank, and I don't have anyone to trade me a competitive one or at least an HA Minccino so I can breed my own (I've asked on the GTS several times, but I can never get an HA one). Is there a way to make use of Technician until I can get Skill Link?

A moveset to go along with this ability would be helpful. Thanks!

Cinccino doesn't learn many good technician-boosted moves, and the ones it does learn are boosted more by skill link. This was the best skill link set I could come up with.

Jolly nature
- u-turn
- tail slap
- rock blast
- bullet seed
As you can see, all its good technician-boosted moves are boosted more by skill link.
