Is the Pikachu surfing sprite in Pokèmon Red & Blue? Not just Pokèmon Yellow, Gold, Silver, & Crystal?

I'm completely aware of the fact that Pikachu has its own surfing sprite in Pokèmon Yellow and in Generation II. I just want to know for sure that the Pikachu surfing sprite is or is not the in Red/Blue Versions and not just Yellow and Gold/Silver/Crystal.

Is it in Pokèmon Red/Blue, or not?

Surfing on a Pikachu in Pokémon Yellow, Gold, Silver, and Crystal will result in a different overworld sprite being used.

Bulbapedia states these games have surfing Pikachu coded within them. If there were such a sprite in Red and Blue, it would be stated. A lack of reference implies that no such surfing sprite exists in Red and Blue.
