Each use of Milk Drink as a field move costs 20% of the Milk Drink user's maximum HP, rounded down (you can't select the move if it wouldn't survive that 20% subtraction), and adds the same amount to the selected Pokemon.

If the Pokemon you chose to heal is missing less than that amount, only that much will be subtracted (for example, if both Pokemon have 100 max HP, and the Pokemon you chose to heal is sitting on 94, the Milk Drink user will only lose 6 HP to bring it to full, rather than 20), but the feeder still needs to be above that 20% mark in order to be allowed to choose the field move in the first place, even if only part of it is going to be used.
