How can you use Victini without V-Create or Fusion Moves?

This question is for specific circumstances, with the following reasons:

• I intend to use this for local battling purposes mostly, but we still play semi-competitively.
• This 2016 event Victini did not carry V-Create, Fusion moves, or Bolt Strike/Blue Flare.

I dug up Omega Ruby for the first time in over 6 months today, and remembered I had never picked this Victini up because I had no idea what to do with it. How am I supposed to use it without these moves? That was the only one I ever used and I fear that the old movesets predating the V-Create Victini may be outclassed today. Hopefully someone has a good option for me because I don't have a clue.

EDIT: Despite the question's title which was edited by an Expert, I would like a moveset, not Pokemon choice advice. So far, I have only thought of a potential Choice Specs option, even that isn't awesome. Is there anything else?

It's because flare blitz is much better. One reason is that some walls have low physical defense and depend on burns to stop physical attackers. A flare blitz Victini would break these walls much more easily.

With local battles, basically all Pokes banned to Smogon's Ubers are banned unless we're playing Ubers, except for standard ability Blaziken and Greninja; only their hidden abilities are banned.

First, I'll look at what's generally considered the best set and then imitate it to the best of your ability.

Your Victini probably doesn't know celebrate, so the normalium z set is out of the question. This is the next best.

Victini can learn u-turn by TM and trick by BW2 or ORAS move tutor, so there shouldn't be a problem there. As you said, your Victini can't learn v-create or bolt strike. V-create is a powerful physical fire STAB, so it can be substituted by flare blitz, which it can learn by level up. Bolt strike is for water coverage, so it can be substituted by thunder punch, which it can learn by BW2 or ORAS move tutor.

By the way, it would still be outclassed by Heatran. It doesn't matter whether you're explicitly playing OU; OU is just the format where Ubers stuff is banned, which seems to be exactly what you're playing.

But seriously, if I need to pick it up from the delivery lady, what DO I want? I don't want to get stuck with garbage when I pick it up (even though it kinda is anyway).
