How do I get my Solosis to learn Snatch?

I'm confused because it says it can learn from level up at level 1 and 10 at the same time, can somebody explain this to me?

This just means that it can learn it at Level 1 and it has the chance to learn it again at Level 10 if it does not already know the move. It's not an error!
