Why do other players of Ultra Sun and Moon have Zeraora?

I'm so confused about these players. They have Zeraora, but there's no event of the mythical Pokemon.

Those players have hacked Zeraora since there has not been any events for it nor has it been officially released, so I see certain bans in the near future for these players.

Yeah... I found the same thing happening with Marshadow in Sun and Moon before he was released.
