Scrafty is a great physical attacker. With Dragon Dance, he can sweep greatly. I think Iron Head is more useful because it can also flinch the target. Iron tail has low accuracy and better power, but Iron head's power will increase for Dragon dance. Iron tail has low accuracy. So, it misses sometimes.
Dragon dance, knock off, brick break, iron head is the best moveset of scrafty. But you can use another set.
